A lotto game needs to be sized properly for the player base.

When multi-states came in, that took away players from local state games. Revenue dropped, rollovers more common and rollover increments smaller. A smaller matrix may be needed. Or they need to enhance by upping the total payout above 50%, adding extras and powerplay as some have done, or other features such as raffles and replay entries.

If the games don't evolve, they become stale and sales drop even more. Look at Ohio Classic lotto rolling for over a year with little interest. If the sales for the game are too small compared to the game matrix, it can keep rolling over seemingly forever.

They need to compete with the multistate games. The multistate games are evolving with the expanding national player base. Powerball first with higher odds, then higher price.(and lower chances per dollar) Now we see Mega Millions evolving with higher odds that they probably believe is correctly sized for the current player base.

Our CA lotto games are all extremely stale. Our Fantasy 5 at 5/39 is way too small for the size of state, Daily Derby is a dog, and the recent Powerball addition took away from the Superlotto sales. They should move it to Mon&Thurs to get away from the multistate games, and put back the raffle, and up the payout.

    First of all, state lotteries has to be self supporting and make money for the state.  If you have an idea how it could continue doing that and be revamped, I'm sure some one at the state lottery commission would be interested in your idea.

          Maybe they should charge a extra buck, or even 50 cents and add a raffle ticket per line you buy.

            An extra buck? Heck no, raffles should be free!

            Our CA Superlotto came out with a free raffle draws with every ticket, right before Powerball was introduced in CA. That would have been a nice feature to have as an alternative to PB. But they wimped out and yanked it after a few weeks. Dumb.

                  They just moved Lotto here in IL so it wouldn't compete with PB... too early to tell if it will make much of a difference.  But yeah, anemic growth and seems to keep rolling rolling rolling...
