Not everyone lives in a state where the state's jackpot game has that kind of payoff.
I can remember when most state games didn't have that kind of payoff including Ohio but that didn't stop people from buying tickets for games that did.
I remember the first big PB winners from Illinois brought his tickets from a bartender who drove to Wisconsin to buy tickets who tried to sue him for more money after he gave him a $100,000 tip in additions to the extra fee he charged him for the tickets.
If there was an interest in games with better payouts in a state without such games, someone would be satisfying that interest someway.
