  Sure would! I'd take 13 mill in a heart beat. But people like the BIG jackpots, which is why more people play the higher the pot gets. As long as there are games where you can win 40 mill to start why go for a measly 13, is the current mindset. I think the odds would have to be significantly better to attract a lot of players to the lower pot games.

  Well, PB and MM have a lot of second prize winners every year. Many states have their own lotto jackpots with lower odds. Many states have Hot Lotto.

  Frankly, I think there are probably too many games to play. I play all the jackpot games in Tx, but I usually play 1 or 2 dollars each time.

  After the Monopoly Millionaire fiasco, don't look for MUSL to try that again. And despite what a few say about more people winning a million dollars instead of one person winning millions, the fact is when jackpots get very high like PB just did, people go into a buying frenzy. People buy tickets that don't normally play.

  What happened to it, remember? It flopped.

  Those who run the lotteries love it when players look for consistency in something that's designed not to have any. So many systems, so many theories, so few jackpot winners. 

  

  There is one and only one 'proven' system, and that is to book the action. No matter the game, let the players pick their own losers.

  I'd personally buy more tickets of a game with manageable $1M odds vs. pie in the sky odds at $100M+.  However, I am in the minority.  The MMC game was an attempt to create more millionaires but the odds were still pretty bad and the game was poorly marketed.  I don't foresee the state lotteries making a low jackpot/better odds drawing game in the near future.

  The only way you may find a game like that is with the scratch-off games where some state lotteries make the odds at a top prize better at the expense of lower tier prizes and visa versa.
