The PA Lottery Ripped Me Off !Prev TopicNext Topic

Earlier this morning I posted some nice things about the PA Lottery and their Raffle Ticket game ... now I post about being ripped off by the PA Lottery on May 22, 2015. The strange thing is that no one in Harrisburg at Lottery Headquarters really seems interested with the fact that one of their self serve terminals may have malfunctioned or DID malfunction or their lottery system malfunctioned in some way. Of course, this post will only be of interest to PA Lottery players.
I was not going to post about this since it's hard to prove anything ... I showed the ticket to the manager of the Rite Aid store ... I showed the ticket to the one person standing behind me when I was done buying all my tickets and noticed the error, mistake or whatever it can be called. The manager of the Rite Aid suggested I call the Lottery and she gave me a number for the regional office that they deal with ... I did call and I will go into more detail later on what all went down.
First, let's get started on the error on their part ... not on my part, like the Lottery seems to think ... again more on that later ... this is going to be long, that's one reason why I didn't post about this earlier ... this is no five minute post.
OK ... the Cash 5 jackpot that day ... Friday May 22nd ... was $1 million dollars so I went to get some extra QPs along with other tickets.
Going into Rite Aid, I cashed some winning tickets and vouchers, so there was already money in the terminal waiting to be spent, I probably also added some cash, since I was buying several tickets that trip ... I was buying Match 6, P Ball, M Millions, Treasure Hunt and the Cash 5 QPs.
I always check any tickets that I personally have picked the numbers for before I hit the purchase button ... I usually don't look at a QP purchase since there are no numbers showing ... I just hit purchase for the Cash 5 QPs.
I had a Cash 5 card filled out with four QP boxes marked at the bottom ... there are five games on a card but I had four QP boxes marked ... there was "nothing else" marked on the card, only those four QP boxes.
When I finished getting all my tickets, I stepped aside for the guy behind me to buy tickets ... then I went through all my tickets ... all tickets were correct except for the Cash 5 ticket.
Instead of being a $4 QP ticket it was a $5 ticket that were not all QPs. I inserted a Cash 5 card for a ticket with four QPs marked with a cost of $4 but a $5 ticket printed with crazy numbers printed.
I have no way to take a picture but here is what printed on the first ticket ... yes, I said first ticket ... after calling the reginal Lottery office and explaining what happened to me and being on hold a few times ... I was asked if I could make a copy of the ticket ... front and back and also a copy of the Cash 5 card that I used to buy my $4 in QPs which I did not recieve. I went back to Rite Aid and told the manager of the phone call and asked if she could help me out with making a copy of everything and also maybe faxing it to the number they gave me. She was very helpful and that saved me a lot of time running around looking for a copy and fax machine somewhere.
So as I was about to leave the store ... I said to the manager ... for the heck of it, I'm going to run the same Cash 5 card through again ... this was 1 hour and 8 minutes later after the original error.
I thought the original Cash 5 ticket was a "fluke" and I still wanted four Cash 5 QPs for the $1 million dollar drawing. So I put my money in the machine and inserted the same Cash 5 ticket for four QPs ... I couldn't believe that the Cash 5 ticket was messed up again ... this time I was only charged $4 and not $5 ... but the numbers were all screwy again ... there were not 4 QPs on the right side of the ticket ... I walked from the machine toward the manager ... You are not going to believe this, look at these numbers that just printed.
Since we had just faxed the earlier numbers to the Lottery ... I asked while I was here, could I have another copy of the Cash 5 ticket made and faxed to the Lottery regional office ... She was very nice again and couldn't believe what had printed out ... I told her I will call the Lottery office when I get to my phone and mention there was another fax sent.
I will go into that phone call after I now type the numbers that printed on the two tickets ... as I said earlier, I still have the "actual Cash 5 card" marked with four QPs to be printed and nothing else and I have the actual tickets that printed with all the codes and such ... I have no way to take a picture to post, you will have to trust me.
Cash 5 ticket #1 printed at 09:41 (am) May 22, 2015 ... should have been a $4 ticket with four QPs on the right side of the ticket. I had no other Cash 5 cards in my hands. You will notice that there are no QPs on the right side of game C, D and E meaning those numbers were not QPs.
A - 04 16 17 20 33 ... Q3
B - 10 18 19 20 33 ... Q2
C - 16 17 18 19 20 ...
D - 16 17 18 19 20 ...
E - 16 17 18 19 20 ...
Cash 5 ticket #2 printed at 10:49 (am) May 22, 2015 ... should have also been a $4 ticket with four QPs showing on the right side ... it was a $4 ticket but only had two QPs on the right side. Look closely at the very first set of numbers (A) and then also at the second set of numbers (B) ... the C and D set of numbers seem to be OK and they also have the QP printed on the right side of the ticket ... remember this ticket was printed over one hour later after other people had been buying all sorts of tickets. Look at all the numbers printing in succession ... I would never play numbers like that.
A - 16 17 18 19 20 ...
B - 15 16 17 18 32 ... Q2
C - 07 21 26 34 36 ... QP
D - 03 11 16 19 30 ... QP
There are no QPs to the right of 16 17 18 19 20 ... the Harrisburg main Lottery headquarters says that the computer shows that the numbers were "inputted" ... in other wards I'm lying about this whole episode on May 22nd ... first of all, I hate five numbers in succession and would never play them and I certainly would never play a set of numbers four times, wasting $4 ... I do play numbers more than once on the PB, MM and Match 6 ... BUT ... let me say this again to the Lottery in Harrisburg, if you're reading this ... I would never waste my money on five numbers in a row ... five numbers in succession ... no way.
When I called the regional Lottery office to give them a heads up about what had just happened again and I did not get four QPs as the card was filled out for ... I was put on hold, I was then told that my faxes had been sent to Lottery Headquarters in Harrisburg and that "someone" there said that "this did not happen" ... that the numbers were punched in or inputted by someone ... I guess me ... so I'm a liar about the whole episode on May 22, 2015.
I offered to send the tickets and card to Harrisburg but nobody was interested ... What exactly are you trying to say ??? ... that we screwed up, one of our machines didn't work right or worse there was a glitch in the PA Lottery system ... Heaven forbid, it's not us ... you screwed up on you end !
That's why I didn't bother to post this earlier ... it's not going to go anywhere, no one cares if there might have been some sort of problem with the Lottery on May 22, 2015.
Todd ... I was personally going to write to you about the whole episode ... I figure you have contacts with all the state lotteries and maybe you would be able to get someone interested in PA to what went on that day. I wanted to mail you the tickets and Cash 5 card.
I thought about sending all the tickets and card to the Governor ... since he's the one in charge of everything, including the Lottery ... I have a local State Representative office close by and may stop in there and let them look into why the Lottery has no interest in what happened ... it's the old thing I guess, we got your money ... so get lost.
Of course, it's not about the money ... something didn't go right with my lottery purchase and it could happen again to someone else. I will watch any future purchases more closely.
I may have had someone in a "basement office" at Lottery Headquarters look at my inquiry and I needed someone on a "higher floor" !

That is crazy and frustrating. Hopefully this gets resolved for you and for any future purchases by others at that machine.

It sounds to me like there is a problem with that lottery machine. Any chance you could try the card at a different location and see if the same thing happens? Not sure if you're willing to risk the $4 (or $5!) to do it, but it might be a good way to show it's the machine that's malfunctioning.
Take photos of everything you do with your cell phone at the moment you're doing it. (So the date/time stamp on your photo is the same as the date/time stamp on the ticket purchase.)

Something is definately wrong..
I took 3 filled out tickets for pick 3 to the store
50/50 both draws
3x5=15x2=30
he said you owe 29...I said no it should be 30
I checked that all tickets were there and they were
He checked his screen and it said
30 tickets but amount said 29
I gave him the dollar he took pic of screen to send to lottery
next day gave hubby same tickets to put through at grocery store
He comes home and said it was 29 not 30
check tickets again had 30 tickets
so same error for two different stores but in this case the seller is getting ripped off if the buyer doesn't notice the error
edit..I asked the first one if a credit was still in his machine but it wasn't

I often wondered how many players got the exact same qp numbers as somebody else.....

That's what I would be thinking also ... I have an old cell phone with no camera and I did not want to mess up or mutilate the Cash 5 card in case I got a phone call later on from the PA Lottery that they might be interested in having everything sent to Harrisburg.
So far no interest from anyone ... like I said earlier, we got your money now get lost !
Something happened that day ... I have no clue ... what makes me mad (sort of) ... I should have only spent $8 and not $9 ... I know the Lottery wants our money ... but to print out a $5 ticket when I requested only a $4 ticket, what's that all about? Actually, my total Cash 5 cost should have only been $4 but I wanted a different set of Cash 5 QP numbers so I was forced to fork out another $4 ... on top of the $5. So I spent a total of $9 and only got two true QPs.
I guess they figured I didn't know exactly what I wanted ... so they printed me out a $5 ticket with practically all the same numbers.
I am thinking of trying the Cash 5 card again at Rite Aid but with "no money" in the machine and then I want to see what the little window shows when the ticket is displayed before you hit the purchase button ... but with no money in the machine, I won't have to buy it ... but as I said earlier, I did not want to mess the card up in case the Lottery might finally be interested in this episode.
That card has only been run through twice so far for those two crazy tickets on May 22, 2015.

This wont help you much, but for what it's worth, I never use ticket vending machines! Call me an Old Fool, but I simply don't trust them to operate correctly. I'm strictly a terminal operated by the store clerk type of guy. If the ticket the clerk hands me isn't what I wanted, I can always give it back to the clerk.
The machines in NY that I have seen don't give change, and they don't show you a preview of what the ticket that will be printed looks like. At least with a little display window, the buyer can see if they're going to get what they asked for. G5

You know what I would do? Talk to the consumer reporter at your local TV station. They LOVE stories like this. Conversely, government agencies HATE stories like this.
I have had problems in PA. I bought tickets on the turnpike on my way through the state. Then, when I went to turn in the small win on the ticket, it said it had already been processed. There was no way that was physically possible since I had the ticket and we hadn't been back in the state until the day I tried to turn it in. I then sent it to Harrisburg who also told me it had been claimed but couldn't give me more info.
In Maryland, at a manned terminal, I used a bet slip and it didn't give me the bet I wanted. Could never figure out why.
I am sorry this happened to you. I know in the grand scheme of things this is small but it sure is frustrating!

That's also quite a story ... wonder where the money went? I'm not one for publicity, especially with lottery plays ... no TV stations nearby ... besides, would they interview someone with a Mickey Mouse mask on?
I had another funny thing happen at that same machine a few months ago ... I had several Match 6 tickets that were good for 4 or 5 future drawings ... maybe six or eight tickets. Anyway, I knew I had won some money on two or three tickets so I ran them all through the lottery machine terminal ... the winners were paid and I was issued a new (exchange) ticket for the future drawings, however there was one ticket that I was pretty sure was not a winner since I already had all the money I was expecting. However, I checked it anyway to be sure.
When you insert a ticket like that ... a little window pops up saying the ticket is not a winner but drawings still remain and your ticket is returned. Well this ticket did not come back out and there was no money added to my total, if I remember, there were still four drawings still left on all my Match 6 tickets. I went to a woman clerk and explained what had just happened ... I'm sure she does not play the lottery much or at that machine.
I showed her my other tickets and that they still had future draws on them ... she went and got the key to the machine and because it was early there were no other "cashed" tickets in the box ... only my two earlier tickets that were winners and this last ticket that was not a winner ... but it had been stamped "already cashed" or whatever they print on a cashed ticket.
I convinced her to give me that one ticket back and we ran it through the machine again ... it said "Not a Winner but Draws Remain" ... I have no idea what happened there, maybe I fed two tickets together or it grabbed two tickets from me in some way.
Here's another true story that happened to me 6 years ago ... I was at a Giant Foods store with a Mega Millions ticket filled out ... I had all the numbers marked on the card ... I paid my $2 and walked out the store about 20 yards and looked at the ticket ... all the numbers that printed were one number off of the numbers I had on the card.
In otherwards, I don't remember the numbers but let's say these are the numbers ... so I played
8 - 12 - 22- 34 - 48 but what printed on the ticket was ... 9 - 13 - 23 - 35 - 49 ... now those were not my numbers but whatever numbers I had ... the ticket had all the numbers one number higher ... I think the M Ball number was OK. I went back into the store and showed the clerk what had happened ... she said I walked away from the counter, I should have said something before leaving the counter ... I might have switched cards ... she was right and I wasn't mad ... it was only $2 but I thought the Lottery should be told about this ... no help from the store, so I went home and called the Lottery in Harrisburg ... I talked for 45 minutes on the phone with 2 or 3 people ... again no interest on their part, I could tell they did not believe me and it died when I hung up.
This is a true story ... it may have been the P Ball game but I think it was the Mega Millions game that I bought ... it was a Friday, that I remember.
So, all the lottery machines in PA are not 100% and there can be some flukes, mistakes or errors.

I was put on hold, I was then told that my faxes had been sent to Lottery Headquarters in Harrisburg and that "someone" there said that "this did not happen" ... that the numbers were punched in or inputted by someone ... I guess me ... so I'm a liar about the whole episode on May 22, 2015.
I offered to send the tickets and card to Harrisburg but nobody was interested ... What exactly are you trying to say ??? ... that we screwed up, one of our machines didn't work right or worse there was a glitch in the PA Lottery system ... Heaven forbid, it's not us ... you screwed up on you end !
That's why I didn't bother to post this earlier ... it's not going to go anywhere, no one cares if there might have been some sort of problem with the Lottery on May 22, 2015.
Todd ... I was personally going to write to you about the whole episode ... I figure you have contacts with all the state lotteries and maybe you would be able to get someone interested in PA to what went on that day. I wanted to mail you the tickets and Cash 5 card.
I thought about sending all the tickets and card to the Governor ... since he's the one in charge of everything, including the Lottery ... I have a local State Representative office close by and may stop in there and let them look into why the Lottery has no interest in what happened ... it's the old thing I guess, we got your money ... so get lost.
Of course, it's not about the money ... something didn't go right with my lottery purchase and it could happen again to someone else. I will watch any future purchases more closely.
I may have had someone in a "basement office" at Lottery Headquarters look at my inquiry and I needed someone on a "higher floor" !

We have those self-serve terminals in KY and the store clerk told me I could exchange mistakes with the exception of scratch-offs, MM, and PB. Why didn't you ask the clerk to cancel the Cash 5 tickets and give you new tickets with what you wanted?

In the last six months or year I have seen signs posted that say lottery tickets cannot be canceled ... this is from the PA Lottery web site:
"Always check your PA Lottery tickets at the time of purchase. Tickets cannot be canceled, so you should immediately speak to the clerk or manager to resolve any concerns before leaving the store."
I guess a person can refuse to pay for the tickets at a human terminal but your money is already gone at a self serve terminal ... I suppose the store would be stuck with those tickets, not the lottery.
I don't know what Rite Aid could do ... I wasn't in the mood to argue with anyone or demand my money back, the manager was nice in helping me with the copies and faxing everything to the Lottery.
The PA Lottery had something going on that day with their system ... again it's these RNGs that I question in PA.
All those duplicate numbers had to be generated by the RNG ... was it stuck, hacked or going bad? I talked about RNGs before and where they are located ... people seem to think each terminal has it's own RNG ... I wasn't sure when I asked where QP numbers come from ... the lottery main terminal or from a RNG in each terminal.
I guess in a week or two this will fade away to Page 2 or 3 and be forgotten ... it's just a heads-up to watch buying tickets in PA ... I suppose one day we may be reading of hackers getting into a state lottery somewhere and messing with lottery tickets being printed, just for the fun of it.
I may still send the tickets and card to the Governor ... if I feel like wasting a stamp ... I'm sure that's what it would be, a waste of a stamp.

They took a dollar more than you expected.
They gave you 3 lines w/o the QP tag.
The numbers on some lines were in succession.
They have no answers or concern for your problem.
I got you so far.
Would you be willing to take that card back to that machine and try it again? Do
you still have it?
Find out when the lottery rep will be there. Be there when s/he is there.
Lottery headquarters will do nothing, they will assume it's your error because when
a playslip is involved, which they almost insist players use now because of yada, yada,
yada...they know they are protected by their disclaimer: Your playslip is not proof of
a winning ticket...what they are doing here is ducking out of their other claim of: Game
integrity.
There is a problem. At best, talking to the right person, you might get 4 replacement tickets.
At worst...well....you've already seen that - claims of player error or dishonesty and an
unwillingness to investigate your complaint. Personally, I wouldn't expect more. But when
you start insisting on game integrity and push for an inspection of at least that machine by the
rep when s/he is there I would think you would get more cooperation from that level. The store
can't/won't do anything for you.
They don't care about what can be stifled with a few quick answers and sorry we can't do anything.
The playslip, the machine, the visiting rep and an extra $4/$5 is your best bet now. If you can duplicate
the error in his/her presence you might at best like I said, get a replacement. If not, you might be left
with accepting they took a dollar from you and what you got were qp's even though they weren't marked
as such.
Did you win on any of the tickets? Just wondering.
Oh and I'm not a believer in random. They have their own kind of random going on they'll never admit.
I'm convinced there are pools of numbers programmed in that are given for quick picks. I believe
there are subsets of pools that either lose or contain a small amount of winners or contain an
actual jackpot winner sometimes too. I play qp's and have won and enjoy even with my beliefs,
playing them. It's just a matter of right time/place/pool. I've received same numbers off one or
two playing qp jackpot games at different stores and times. Now how likely is that? To get such
similar lines? They have a hand in more than collecting money and claims of integrity. Why do
I play? Because someone will win..it just takes right time, place and numbers.
Take it up with the rep. I think that's where you'll get satisfaction.
