Where is the complication? is it the ideal or the process?

The introduction and follow-up response has enough information for one to evolve beyond the simple workout illustrated. 

Lets pose the question this way: 'What is PREDICTION INTERVAL ?'

As Tialuvslotto said, it would be simple without those extra steps.

Again, why this strategy should work?

Can you show it's performance money wise within at least 30 last draws from any state?

      Analyzing and tracking can be really stressful, why not keep things simple. The pool has 10 members, ie 0123456789, so use a simple concept of 'prediction interval' for each member for your next prediction.

      Assumption> Lets assume the movement of all digits is linear(a stretch, I know ), then use recent draws  to locate your intervals.

      Summary:Place the interval points in positions they were drawn>890---6789012-----89012

      Delete current draw digits 8,2,0> 9-6791-91( The pattern is clear for your next predictions, straight or box is your choice !)

      Hits> 163,169, 912 is easy to locate, the digits 9, and 1 could be your lead digit for a straight bet or a front pair.

      Waging> Your cost within x draws is often below the threshold of the prize tag.

      Take the draw 049

      Int 0>89012

      Int 4>348> 3,4,5,6,7,8

      Int 9>296> 23456789

      Summary

      The baseline 82 is all you need, it could be straight bet > 82x, 8x2 > the hit was 862

                      I get how you are actually making the strings.....where I get lost is where you actually decide what to play for the next draw. It looks like you are narrowing your picks down to 10/12 picks, but it's not very clear how you are picking those. I love the idea of this workout, it seems like a good workout if we can just wrap our heads around it.

                        The interval brings the transitional string from the pool 0 thru 9, and the string digits are mostly positional.

                        Try to filter 3456012 with current draw 366> 45012( front pairs begin to form)> 45-40-41-42---50-51-52

                        Try to filter next draw 359 from 45012> 4012> front pairs begin to form> 40-40-42-01-02

                        Observation>

                        from initial base 3456012, you had the front 35 for draw 359

                        Reduced base 45012, you had  front 40 for draw 400(BOX hit does not count )

                        Try to reduced 4012 with draw 212> 40  was a hit for 400.

                        So why not take the pool 0123456789 and delete the subsequent draws as some one suggested:

                        0123456789> filter 366> 01245789> filter 359> 012478> filter 212> 0478.

                        Do you see the difference between the two:

                        You have the frequency factor in the first process, the transition of digits is different,eg pair 04 is not 40.

                         Try not to analysis too much, follow the steps, it may work for you.

                                  Be mindful, that you're waging STRAIGHT BET.
