But where is the 6th set of numbers for the Powerball?
Since every number from 0 to 9 is in those sets, it is obvious that someone can claim that SOME combination of those numbers will generate the Powerball number because, duhh, the Powerball is made up of digits from 0 to 9
Apparently the first set of numbers is supposed to guess what the lowest of the 5 balls drawn is. Naturally if you sort the 5 drawn balls the lowest one is going to tend to have, umm, low numbers. In fact, the BIGGEST number that the smallest number ball could have in it is a 6. And balls from 1 to 19 will be over represented (because of the sorting) so it is not at all genius to throw 0 and 1 in there.
In fact those 4 numbers (6,4,0,1) represent
01, 04, 06, 10, 11, 14, 16, 40, 41, 44, 46, 60, 61, 64, 66 a total of 15 out of the 69 possible balls so about 22% of the time they would "predict" the first ball. Of course you have to buy 15 tickets just to cover that combination so you haven't accomplished anything at all other than spend 15 times as much money in a futile attempt to win.
The second set of numbers (1, 9, 8) apparently, magically, can include 0 even when it isn't specified. So I guess those magic numbers are really (0, 1, 8, 9) which also create 6 possible 2nd ball numbers (can't have 01 as the second ball when sorted)

So now you need to buy 15*6 tickets to get two numbers using these after the fact sets of numbers
The third set (2, 9, 7) presumably also has a magical hidden zero or maybe not, maybe only when convenient. 4 numbers, throw away 02and 07 as they can't be the third ball when sorted given the smallest 2nd ball is 08
