Well I submitted the FOIA, after hours on Aug 7. I just got a response that says:
AGENCY ACTION:
Pursuant to section 3(e)(vi) of FOIA, the Illinois Lottery hereby timely invokes the 5-business day extension of time to respond to the Request. This subsection allows the Illinois Lottery to extend its time to respond when “the request for records cannot be complied with by the public body within the time limits prescribed by paragraph (c) of this Section without unduly burdening or interfering with the operations of the public body.” 5 ILCS 140/3(e)(vi).
Accordingly, the Illinois Lottery will respond to the Request by August 23, 2017.
From what I read elsewhere, they have 20 business days to respond (maybe on the Fed level) , so for them to "extend" tp 12 business days, I can't complain.
Meanwhile I compared the "Winners Gallery" off the Illinois Lottery with PDF of prizes remaining and they pretty much matched up. I was hoping to find them lying on the PDF on the games where there was 1 ticket remaining, yet the Winner's Gallery count matched.
I also did a compare of the Illinois Scratchers VS Missouri Scratchers and Illinois lottery had better overall starting odds on games with the same purchase price. One day I might generate a list of all states and find the best overall odds, then "Road Trip!"
