  In Massachusetts it's 70%.  Don't think any other state can beat that.  I usually see only 50%.  There should be a list on what states payout what percent on Pick 3.

  According to the Massachusetts Lottery website, 63% of sales is paid out as para-mutuel prizes. Didn't see 70% mentioned - did it go up? Regardless, looking at the payouts, it seems a good deal for the player much of the time. Payouts seem higher than other para-mutuel states, in particular, NJ and California.

  As for set prizes, far as I can tell, Kentucky still ranks the highest for the Pick-3 paying $600 for every $1 wagered.

  Ironically, KY Lottery only pays the typical $5,000 for every $1 wagered for Pick-4. Seems bizarre, since many savvy players will play Pick-3 instead with larger wagers (ie. $5-$10 per draw) - costs more money, but the payout percentage is substantially higher. I'd suspect many players don't realize the percentage difference (they just focus on the $5,000 part) and/or don't want to wager more than a dollar or two per draw.

  Biggest issue with para-mutuel is one is constrained to how much they can win verses a set prize in which one is only limited by their bankroll and lottery prize liability limit (ie. PA is often $10 million and possibly higher). For example, wager $1,000 on a Pick-3 number in NJ and one might be lucky to win $200,000, if even that (could be far lower), verses in PA in which that same wager is guaranteed to pay $500,000 ($500 for every $1 wagered). In KY, that same wager (assuming it's allowed; within prize liability limits) would pay $600,000.

  As far as fixed set prizes, Missouri pays out $600 for Pick3 straight and $6000 for Pick4 straight.

  Missouri Lottery Pick-4 $6,000 set prize payout is probably the highest for any legal U.S. lottery. I don't know how I missed that one ... or did it increase somewhat recently?

  Shame I live so far away or I'd play that. In PA one can improve their payback, long-term, by adding Wildball, but still not as good. Sometimes lotteries have special promotions for Pick-X games, but PA hasn't done any for quite awhile. Tempted to drive to nearby states that offer occasional bonus payouts.
