Glad to help. Right now I'm focusing on Pick 3 because it is more manageable. In the future I'm might try doing something with the Pick 4. If we can find something useful for pick 4, that would be amazing!!!!! Imagine all the money that can be made. Whoa!
I want to take you(all) into my thinking step by step and how I decide what numbers I'm going to pick. But first I want to repeat a few things I state earlier.
I do NOT play the NC pick 3 games. In fact I play no games in the U.S.
Does that mean that I don't select my numbers with the same enthusiasm as if I were playing? No! My goal here is to help myself and others in trying to find a strategy that can work in any state or country. I don't just want to post numbers to play. Anybody can do that and in fact they do. In fact some post too many numbers making their post virtually useless to the player on a budget. That's not how I roll. Now let me show you my thinking process:
The first thing I do is pick which game I want to play. In NC you have Day and Evening draw.
I'm going to work on the Day game which will draw on 5/1. I look at the last 10 draws.

I usually focus on the 1st. position. I ask myself: What will be the number for the 1st. position? Why should I worry about the 2nd. or 3rd. position? If I can get a strong 'sense' of what will be drawn in the 1st. position, then I can think about the 2nd. and 3rd. position numbers. In my mind I do a quick calculation like this:
I look at what is due: 4xx is way overdue/6xx is due/2xx is due (remember I'm only focusing on the 1st. position) Keep in mind that just because a number is due, it doesn't mean it's a good number to play. You can be 'chasing' the 'due' numbers for days and lose more money chasing it.
Next I look at 'which' digit came out. Whether it's an odd or even number or whether it's a 'high' or 'low' number. In this case it was '5' in the 1st. position which is an 'odd' and 'high' number. (0-4 are low numbers and 5-9 are high numbers)
Next I look at the previous numbers that came out before the '5'. So we see '3'(odd number/low) and '0'(even number/low) and then '5'(odd number/high) etc.
Next I look at the 2nd. position and 3rd. position digits just to get a feel of what has been drawn. Many times numbers like to travel from one position to the other and then to the other. The previous time the '5' show was in the 2nd. position (358). This is what I mean by 'traveling'. I keep this in mind which can help for picking numbers for the 2nd. and 3rd. position. Back to my thinking:
Since the last two digits were odd number '5&3' I'm feeling good about an 'even' number being drawn for 5/1 Day. Remember that your 'gut' feeling can be your best guide. Self doubt can be your worst enemy. Will it be 4xx wish is wayyyyyyyyyyyyyyy overdue? Or will it be 6xx? If you can't decide, you might have to increase your budget from $5.00 to about $10.00. My thinking is there will always be another draw if you pick the wrong one. Don't get obsess with it. I'm going the the 6xx as my focus number. I want to stay in my budget of $5.00. I might include one or two numbers with 4xx. Once I pick the 'focus' number, I will use the focus number chart for 6xx.

So far we have decided that 6xx will be the next pick 3 drawn. Now we have to decide on which 'pair' to focus on.
Let's take a look at the last 10 draws digit that was drawn in the 2nd. position. We have:
Starting with (591):x9x(odd/high),x5x(odd/high),x6x(high/even),x8x(high/even),x1x(odd/low)
x0x(even/low),x5x(odd/high),x2x(even/low),x9x(odd/high),x8x(even/high),x2x(even/low)
I usually only pay attention to the previous 4 to 5 draws to get a 'feel' with regards to the 2nd. position digits to play.
The last two numbers were odd/high x9x(591)x5x(358). Keep this in mind. Let's look that what the rundown has:
6 is the focus number I've chosen. The last number drawn was 591 so I'm thinking for the 2nd. position number I will not play 69x. 65x is also eliminated because the '5' came out previously to the '9'. (remember we are talking here about the 2nd. position. We are thinking which front pair to 'eliminate'. We are left with 60x which is a good bet because 0,3,6,9 are part of the 'old man zero trick'(if you don't know what I'm talking about, just do a search). I also like 60x because in the 2nd. position, the last 4 draws were 'high' number x9x,x5x,x6x,x8x. We are most likely to see a 'low' digit fall next. Let's look at the 4th. row which is where the next 6xx is located. The front pairs we can make are: 61x,65x,62x,63x,67x (we are going to eliminate 65x because x5x was drawn). We are left with 61x,62x,63x,67x. We can go with 60x,61x,62x,63x which are 'low' 2nd position numbers or we can go with 67x which is the only 'high' 2nd. position number in the group.
I'm picking 60x,61x,63x,67x. (Remember that these are all connecting numbers.)
We still have one more row. Row 8 give us more pairs because the 6 is in the middle.
We have: 60x,65x,69x,69x,60x,68x,67x,60x. We are going to eliminate 69x (9 was just drawn 591) and also 65x(5 was drawn the day before). So we are left with 60x,67x and 68x.
So in the end I'm picking: 60x,61x,63x,67x,68x

Now comes the final part (finally).
Which will be the last digit? Remember they have to connect if you're using the'touchy-feely' system. Let's look at what was the previous 3rd. position numbers. We had.
Starting with 591:xx1(odd/low),xx8(even/high),xx3(odd/low),xx6(even/high,xx1(odd/low)
xx5(odd/high),xx8(even/high,xx5(odd/high),xx3(odd/low),xx3(odd/low),xx2(even/low).
I usually only pay attention to the last 3-5 draws.
I'm going to eliminate digit xx1 and xx8 since these were the two most recently drawn.
This leave us with xx3,xx6,xx1,xx5 etc.
Let's look at the rundown again:

The last digit I will pick based on whether it is connecting. The last draw gave us xx1. So I'm going to stay 'low' and pick '0' which will give us at least 1 double.
