Safety nets are usually used for trying to catch all numbers drawn in one of several wheels together covering all numbers.
Safety nets for lotto is not to my knowledge a term in common use by lotto players. It doesn't come up here on LP and haven't come across it myself.
In wheeling, using smaller cheaper wheels in series or laying them like bricks, etc. is not helpful. When for example we break our number field into three groups, the most likely outcome is 2 of the 6 winning numbers falling into each group, useless. Two groups, 3 and 3 and so on.
The best way to capture all your numbers is to play a wheel large enough to host the entire field. Same goes for putting all the numbers into play, at least one won't lose for not selecting all the winning numbers.
Know some maybe all the wheels made that cover all the numbers are either full wheels or wheels made up of two wheels, a 3if3 and a 3if4 that combined guarantee a 3# win because at least 3 of the winning numbers must land on one side or the other. Problem is a 3# win only pays around $5. The odds of getting all 6 winning numbers on either side are exactly the same as getting all odd or all even or all low or all high numbers in a draw.
Other ways are open cover wheels built to a percentage of cover below 100%, or simply to generate 8 or 9 lines that contain all the numbers or to generate a full wheel and filter it down to your budget. The winning combination was in there, it is yours to filter away.

I wasn't sure what word I should use. In Germany the word is Fangnetze which is translated to safety nets on Google Translate.
The size of the wheels used is from 18 to 36 numbers.
One large wheel is very expensive. Using several smaller wheels to cover most situations is cheaper. The fangnetze created by German system developers catch 5 out of 6 numbers on system level in everything from 45% to 90% in a 6/45-6/49 lotto.

A wheel or covering design is a net woven of numbers to catch a prize.
When the net is fragmented into a collection of smaller nets we actually now have two obstacles to overcome. One to get all the winning numbers on only one net. The other to get all the winning numbers on one line.
On the left column is a link to Prediction. On the Prediction board I entertain myself by playing the West Virginia 6/25 game. Paying LP members are allowed up to 50 plays per games. We don't win anything except bragging rights.
To play this game I made a wheel of all the numbers, broken down into 12 number wheels each of which is a 4if6in12number wheel which when tested has a whole bunch of ways to win various prizes. The 12 number wheels place holders are . . .
Not only is a 4 number win guaranteed if all 6 winning numbers fall among the 12, if any 3 and 3 blocks are among the blocks the wheel is built of a jackpot is guaranteed. The whole wheel is built of these upon each other, with an overall 99.95% 3if6 guarantee. WV pays very little, 3#'s pays $1, 4#'s pays $10, 5#'s pays $250 and 6#'s pays $25,000. $50 a draw is a lot to spend for such little return. The price in needed tickets goes up sharply as other games size increase in size. While this game drags my stats down I play it because I enjoy trying to win it. So far I win 3 to 8 3# prizes, very often 1 to 3 4# prizes and the occasional 5# win, no 6# win to bail out my losses.

that can make such wheels with in this case 28 numbers per
line. Used to be one called Lotto Designer but it died with
Win98 excel. Would love to see something replace it that isn't
just raw code, i.e. a compiled finished software. When you
have enough posts under your name (if you post or send a
link or reply to a private message with a link you lose your
account here see Rules left column) it would be nice if you
could post a link to the source for this net.
Here in the U.S. such wheels are virtually unknown. Back in
the nineties a company calling itself Harvard Square released
a pamphlet of a dozen or so wheels of this nature, that was
pretty much the lot of what I've seen being sold to the lottery
community. No doubt it is no mystery to mathematicians and
others who have purposes for this kind of information.

Each of these are a 28 number wheel for Pick-6. Those seven 28 number wheels are together the safety net.

Yes I understand, it is like my overall wheel made up of 12 number wheels. Though a lot is dependent on the quality of the 28 number wheel, most would play with a 3# guarantee, so even if all six land among one or multiple lines have all six there is a lot of luck involved in moving up to a higher tier prize.
Can you tell us the software that was used to make the safety net.
