  I think it's an interesting coincidence.
  
  If you want to talk about the concept of the lottery being "rigged," one thing many lotteries do on Pick 3,4, and 5 games is if too many people buy a certain combination of numbers, the lottery temporarily suspends the sale of those combinations so they don't have to make a huge payout.

  You weren't deceived into buying any ticket by a promise of a return, so there is no deception or deceptive practice. 
  You have no losses since you couldn't purchase that number. And any number you did purchase was voluntarily done. 
  
  If per chance that number does hit, people will win.
  Had you bought your ticket earlier you would have been among the winners. 
  
  Nope. You simply lost out to supply and demand like anyone who wanted a McRib, or Popeye's Chicken Sandwich, or free Taco, or toilet tissue. 
  We don't have anymore to sell. 
  
  Its likely one of those cases that a court would refuse to hear due to the ensuing nightmare. 
  Consider once it got to court, 1000s around the state would claim they too wanted to play that number but were refused the opportunity. 
  
  But did they have losses? No, not one was able to buy the ticket. 
  No losses; no harm done.

  Actually, we CAN cap how much we're able to lose. Nobody HAS to buy a lottery ticket.

  I read a saying on LP once, can't remember who said it, but it is full of truth.

  As I recall it goes something like this, I may not have it exact, but the idea is the same.

  "If you don't buy a ticket, you can't win, but you also can't lose".

  JUST LOOK AT THE ODDS OF ANY JACKPOT GAME, THAT WILL TELL YOU EVERYTHING YOU NEED TO KNOW

  They are rigging their financial liability, not the game. If they didn't put a cap on certain numbers when those numbers were overplayed relative to other numbers, then they would have to make the payout pari-mutuel in the event an overplayed number was drawn. That's because the amount of revenue that has to be paid out in the form of prizes and the amount that has to be sent to the education fund (or whatever) is set by law, there's not much wiggle room. Either cap sales of particular numbers or make the payouts smaller, pick your poison.

  Well, there is a way you could test if the lottery is cheating, scientifically. First move to a state whose lottery caps sales of numbers when they get oversold. Try to rent a studio apartment next to a convenience store.

  Every night before the Pick 3 drawing closes (or whatever time of day in case of multiple daily drawings) attempt to purchase one of each of the one thousand combos. The employee behind the counter should be able to tell you if a number is oversold for that particular drawing. Take note all the combos that are oversold and then later record the combo that was drawn.

  If the lottery is cheating, the proportion of drawings where the oversold combos come out should be higher than the expected value under the assumption of uniformly distributed random drawings. Some days there could be lots of oversold combos, and some days none, so the math could be tricky. 

  Alternatively, you could try to FOIA the lottery for historical data on oversold combos. They might not cooperate. You might need to use that fancy lawyer you have on retainer.
