I have NEVER ever encountered any scratch tickets in Michigan that have prize amounts printed on the front that are NOT also printed in the list of prizes you can win on the back.
Either they are error tickets or Michigan recently changed the way they do instants.
Life is too short for crappy lottery games, only play the good ones.

30+30+20+20?
In PA each game has two documents you can download online one gives odds...the other gives instructions on the game. On the odds form it shows odd by each prize and does so by breakdown.
So it would show $100 prize $50+50. Then the odds of winning it
They $100 prize $30+$30+$20+20 and the odds of winning it

There was no other $20 on the front of the ticket.
The tickets printed in Michigan don't do prizes that way. I always scratch the tickets off and match the prize amounts on the front with the prize amounts on the back and this is the first time since the scratchers started in 1975 in Michigan that I have seen fake prize amounts on the tickets.
From what you are telling me it must be common in other states to have fake prize amounts on the front of the tickets (Prize amounts that there is no possible way to win unless, as you seem to have experienced, they add up to a real prize amount).
...Or...maybe Michigan changed the way they do the prizes and they didn't announce it. Another possibility is that the tickets printed in Michigan don't have the fake prize amounts while the tickets that have no marking as to where they are printed do have the fake prize amounts.

I can't speak much for other state lotto scratch offs, but it happens pretty regularly in FL...esp with winning prize spots that are lower than the ticket cost but show up multiple times on a winning ticket (examples 1 &2). It also happens once in awhile on larger wins (example 3). Pics below are all mine and from current FL games.
Left one of the image with two $500 Madness tickets ($10 game) was a Money Bag win all symbol with all 15 spots having $2 each for an underwhelming $30 win, but minimum winning ticket value on the game is $10.
Right one of the image with two Fastest Road to a $M tickets ($30 game) shows four $25 winning spots, but minimum winning ticket value on the game is $30
Winning ticket for $500 total on the Gold Rush Classic ($20 game) includes a $250 winning spot, but there are no winning tickets worth $250...the game's win range includes $100 and $500, but nothing in between
One thing is clear - there seems to be quite a variation between norms among the numerous state lotteries.
