Since when did this start? I remember a couple of years ago, the cash value normally be around
60 to 70% of the jackpot.

First hit it then precede on what to do.
When anyone hits, then you talk to the correct people. Financial advisor, attorney and accountant. I have uses and know what to exactly do.
Kevin Leary mentioned to tmz what the amts go down too. so, technically you're not getting that amt. if the principal is done correctly you can make money on the interest.
I still think a winning ticket, if not tonight, then Wed. but I have a feeling.
