  Suppose I choose the first digit as 0x 1x 1x 2x 4x 4x .  What is the best way to select the second digit that comes after?.  For example: 04 12 15 27 40 42

  Depends on the size of the matrix, whether you are picking digit individually or as a set, and what you track that could be useful.

  Best way? Don't exist.

  using the last digit or second digit, you convert second digits into two pick3
  ex=425 702 which is your example, and you have to do the separation for analysis in the registration of the draws, then you can do all kinds of studies and filtering as if it were two pick3s, you can also filter by position by position vertically and wait for the cycle of each digit in the position, see sequences that were drawn the most times and play on delays but only the most drawn

  I look at it like this: If there were a best way to do anything, we'd throw statistics away. We use those for practically everything these days, health care, sports, gambling, lifetime of appliances (even human lifespan).

  No such thing as best statistics. There wouldn't be hundreds, or thousands of systems if any system proved the BEST of all of them.  Any system has the possibility of providing the winning numbers, just as no system does (QPs) so the BEST depends on who is deciding what BEST means personally.

  So if there were a BEST system, the systems forum would cease to exist.

  Once you disassemble your lottery numbers into 2 groups: 1st (or front) digits and 2nd (or back) digits you can perform statistics on each of the groups independently. I do 2 such statistics: frequency and trending, for 4 different time periods: 5,10,15,20 draws. I consider this sufficient for my purposes although extras (either statistics or time periods) can be added.

  Now you will have choices that you can use to replace your xs according to your tastes. Since all stats in lotteries fluctuate you may have to adjust your choices to changing situations. That's why there is no one best method that can always provide you with the winning choices. You can increase probabilities of winning, though.

  In your example you play only 4 1st digits (decades). For my lottery 649 (6+1 numbers drawn) stats show that using 4 decades is the preferred configuration, covering 64% of last 50 draws. For 2nd digits it is 6 (out of 10), covering overwhelming 94% of the last 50. I would recommend you check what are results in your lottery as this is quite important in designing an appropriate strategy.

  Word of caution with decades. IMO it is not a practical idea to always exclude the same decade from consideration. Decades oscillate as everything else in lotteries so a better approach is to be flexible and base decades selection on stats.

  My personal preference? Frequencies for the last 5, as long as they perform better than average.
