  Can't post links yet because I'm a new account but I thought I'd share the results of my research here.

  I've been messing around with some AI coding and I built a site that automatically imports scratcher data from 25 states and then does an expected value calculation on each ticket.

  As some of you serious scratchers know, as tickets get sold and jackpots aren't claimed your odds of winning go up and they can actually get to the point where they're mathematically profitable to play on average (excluding taxes, bulk payout losses, etc)
  
  Anyways, here are the ticket names and states:
  
  1. Florida - Scorching Hot 7's - 122 EV
  2. New York - $1,000,000 Gold - 118 EV (This game might be ended though
  3. Virginia - Winners Club - 115 EV
  4. Massachusetts - $4,000,000 Bonus Loot - 113 EV
  5. Michigan - 500X Money Maker - 113 EV
  6. Arizona - Instant Millions - 112 EV
  7. South Carolina - Double Up! - 102 EV
  8. Illinois - Cash is King - 100.1 EV
  
  Basically if I lived in Florida I'd buy out every Scorching Hot 7's I could find because you average 22 cents profit for every dollar spent on that game. Pretty crazy ROI.

  Confirmed today from a New Yorker that the 1,000,000 Gold is still for sale! Really great jackpot odds on this one right now. 1 in 250k, this is a great scratcher.

  The only hiccup people might run into is actually finding these scratchers to purchase. I imagine these must be low quantity tickets....depending on the state they may have pulled some of these early. 
  
  In Michigan I was able to find 500 X a month ago, but as of now it is getting harder and harder to find. Michigan also floods the zone each month with a new set of scratchers so it "buries" the winners often because people will move on to the next shiny game rather than stick to the older one. Oftentimes a game will come and go and not a single jackpot is sold but they sunset the game anyways.

  You are 100% correct. Unfortunately when the odds get really good the tickets are often hard to find. States play games like this too when they just phase out tickets when the odds get really good. That being said I like to keep my eye out for the good ones, especially if I'm traveling and am passing through smaller towns/gas stations.
