I track Michigan Fantasy 5 and Lotto 47 pretty closely and wanted to share what's happening this week. Two very different stories playing out.
═══ FANTASY 5 (7 draws this period) ═══The average sum jumped +18.4 vs the previous period (now 109.3, up from 90.9). That's a significant shift toward higher numbers getting drawn.
Hottest numbers right now:
29 → 3 appearances (rising)
35 → 3 appearances (rising)
4, 12, 23, 25 → 2 appearances eachColdest numbers:
2, 3, 5, 6, 9 → only 1 appearance eachInteresting: Five numbers showed up this period that were completely absent last period: 2, 5, 9, 14, 30. Meanwhile 7, 8, 15, 16, 17 all went cold and disappeared.
Odd/Even split is running heavily odd:
1 odd / 4 even → 43% of draws
4 odd / 1 even → 29%
5 odd / 0 even → 29%
Not a single draw this period had a balanced 3/2 or 2/3 split. That's unusual.Jackpot: Growing from $100K to $158K. Zero winners this period.
═══ LOTTO 47 (2 draws this period) ═══Completely opposite story. The average sum DROPPED by 57 points (from 176.5 down to 119.5). That's a massive swing toward low numbers.
Both draws came in with very tight sums:
Apr 4: 2-5-10-22-31-46 (sum = 116)
Apr 8: 6-18-20-23-27-29 (sum = 123)Std deviation is only 3.5 — meaning both draws clustered around the same sum range. Both landed in the "optimal" zone too.
The roster basically rotated: 11, 17, 24, 38, 40 all disappeared while 2, 6, 10, 18, 20 all appeared fresh. Only 29 showed any decline.
Odd/Even is running perfectly balanced at 50/50.
Jackpot: $1.25M and climbing. Zero winners again.
═══ TAKEAWAY ═══F5 is trending high and odd. Lotto 47 is trending low and balanced. If you play both games, the data suggests very different number selection strategies right now.

I follow the Michigan Draw Games to some extent.
Something recently peaked my interest from the MI Lottery website.
If you go to the website, click on the word Payout in some of the Draw Games, such as Fantasy 5, Lotto 47... and scroll down to the Game Rules.
Towards the end of the Game Rules paragraph that says Ineligibility, the Rules state...
Certain information is not available to the general public.
I suppose not being in the Inner Circle where the winning numbers are selected, I'll Never Know what that certain information is.
In the Wager Limitations area of the Game Rules, it says...
The MI Lottery may limit or prohibit wagering on any particular number or combination of numbers at any time without notice.
These rules seem to be somewhat based on purchasing tickets with MI Lottery account that allows players to purchase tickets from the comfort of your home, by computer, phone... tablet.
Since the Fantasy 5, and the Lotto 47 Draw Games winning numbers are selected from a Random Number Generator (RNG), who's to say... for example...
if I select my selected combinations on a play slip, hand them to the store clerk at the lottery terminal, the clerk runs the play slip in the terminal, and I have the winning numbers for a Jackpot win...
I guess the MI Lottery could limit or prohibit my selected combinations... based on the Game Rules from the website.
I cannot access the Game Rules from my phone, only from a computer.

The rules they have are CYA. It's very common and doesn't mean they're trying to cheat you.
"Ineligibility. Officers and employees of the Michigan Lottery, as well as any spouse, child, brother, sister, or parent residing as a member of the same household, are ineligible. An individual or organization or employee of an organization under contract with the State Lottery is not eligible to win any prize in any lottery if the individual, organization, or employee has access to certain information not open to the general public."
It's a broad rule meant to make the games as fair as they can be. Rather than just "lottery officials are ineligible", by adding the condition "access to certain information not open to the general public", this means that if an employee of a convenience store scratches off just enough of a ticket to know that it's a winner, that person is ineligible. Good.
"Wager Limitations. We may limit or prohibit wagering on any particular number or combination of numbers at any time without notice."
Limiting wagering on a particular set of numbers is so that they don't have thousands of people all betting on the same pick 3 combination that could result in the lottery paying out far more than budgeted. In California with its pari-mutuel payouts, they don't care because if everyone bets on the same combination and it hits, they'll all win a dollar or so.

I wouldn't worry about that because you can't have the winning numbers on a ticket for a drawing that hasn't yet occurred.

Great questions, and I appreciate you digging into the actual game rules. Most people never bother reading those.
I've looked into both of those sections before, so here's my take.
The "certain information is not available to the general public" language in the Ineligibility section is standard legal boilerplate. Every state lottery has something similar. It mostly covers internal security and audit procedures, employee eligibility restrictions, and vendor information. It's not about the winning numbers themselves being hidden from players. The drawings are public, and the RNG systems are tested and certified by independent labs. That part of the rules is really just the lottery covering itself legally on operational details.
The wager limitation rule is more interesting. That provision exists primarily to protect the lottery from massive concentrated liability. Think about it from their side. If 50,000 people all played the same Daily 3 straight combination on the same day and it hit, that's a huge fixed payout obligation. The rule gives them the ability to cap wagers on a specific combination if it gets too heavy.
In practice though, this applies much more to fixed-payout games like Daily 3 and Daily 4 than to Fantasy 5 or Lotto 47. Why? Because F5 and L47 are pari-mutuel. The jackpot is a pool that gets split among winners. If 10,000 people all pick the same F5 combo and it wins, they each just get a smaller share of the same pot. The lottery's risk is already built into the structure. So the wager limitation rarely comes into play on those games.
As for the RNG concern, that actually works in our favor as players. Since the winning numbers are generated randomly right at draw time, nobody, including the lottery itself, knows the result in advance. They couldn't block a "winning combination" on your playslip because the winning combination doesn't exist yet when you buy the ticket.
None of this changes how I approach tracking. The patterns in the data are the patterns in the data regardless of the rules framework. But it's good to understand what you're working within.

I agree somewhat to disagree in regards to the RNG Draw Games.
I agree that the MI Lottery needs to cover operations for security reasons.
First of all in my opinion, what I had brought up has nothing to do with Pick 3 or Pick 4 games. Those games are televised every day. RNG Pick 5 and Pick 6 games are not.
The rules again simply state... the Lottery Officials (LO's) can eliminate a certain number or a combination of numbers at any time, without notice.
If they want a Jackpot to Roll, without a winner, I truly believe they can make that happen if they want to.
Here's what does happen on the evening of the Pick 5 and or the Pick 6 Draw Games.
All Bets Must be in by 7:08PM at the store clerks lottery terminal or the play slip will be honored for the next time the drawing takes place. I myself have actually when to the store, had the store clerk run a play slip at crunch time. I thought I could make the 7:08PM. It was right on the 7:08PM time mark and the terminal was sort of confused, it stalled out in a way where it didn't do anything. The clerk asked me if i wanted to run the play slip again, I said no that's ok. Thanks anyway. I walked out from the store. I suppose since the 7:08PM time lapsed, and if the clerk ran the slip through the terminal again, I'd be in for the next drawing.
The point I'm trying to make here is, with the 7:08PM deadline for the drawing, and terminals don't accept any more bets, there is a 21 minute window of time that goes by and supposedly... at 7:29PM the Pick 5 and the Pick 6 winning Lotto Numbers are to be drawn.
There has been several occasions where i directly went into the MI Lottery's website by computer to see what the winning numbers were after the drawing. Sometimes I waited almost 1 hour for them to post the winning lotto numbers for the Lotto 47 Drawing. Other times, they post the winning numbers right away; a minute or two after the 7:29PM drawing.
Then... there are other times when they post the winning numbers right away, but then they don't give the prize winning information of how many winners there were of 3/6, 4/6... or even the Jackpot until more minutes later.
Just saying... They can pull numbers, and combinations of numbers... based on the rules.
And yes, I also agree...
If you're tracking numbers and such, and 10's of thousand of other players are doing the same thing, The Lottery's Programmable Logic Controller (PLC) Mainframe has to be observing all of this action as well.
If everyone thinks the number 25 is going to hit, and the PLC looks at how many bets have the number 25 going for that drawing, I believe they can pull that number out of the winning number mix. (this is just my opinion)
Without being able to watch the whole drawing process, my guess is as good as anyone else's guess as to how the winning numbers are drawn for the RNG Pick 5, and Pick 6 games.
At least years ago, when they did indeed televise the Pick 5 Fantasy 5, and the Pick 6 Lotto 47 draw games at least I could see the drawing live or recorded.
Will I still play??

Why would they want a jackpot to roll without a winner? Just for fun? They're salaried employees so there's no financial incentive. If they're going to cheat, they'll do it Eddie Tipton style and buy tickets with numbers the rigged RNG will pick. Trying to game the thing not to pick someone else's numbers is more complicated.

Your 7:08 PM terminal story is interesting — that kind of timing glitch happens, and it does make you wonder. The 21-minute window before results post is something more people should pay attention to.
On the PLC theory, I understand the logic. But from my own experience working in a lottery operation back in Poland in the 90s (as a technician servicing lotto terminals), the systems I saw were specifically designed so that nobody could tamper with the draw in real time. Glass-walled vault, time lock, zero access during the drawing. Manipulation was structurally impossible.
Whether MI Lottery runs something similar, I honestly don't know. That transparency doesn't exist for players here.
What I do believe is this: tracking patterns and watching which numbers hit and when gives you the best possible edge within the system. That's the whole point of Michigan Lottery Tracker.

From some of the things I've read in the "Lottery Master Guide" book (LMG) authored by the late Gail Howard, on page 8 in the LMG it says:
"How Jackpots Are Built"
Lottery Officials Love when a Jackpot Rolls Over.
Because it increases lottery ticket sales for the next drawing. And it brings in more revenue for the State.
In the State of Michigan, from what I understand is... the lottery proceeds go into an Educational Fund to assist with the educational needs for grades K thru 12 in the public school system throughout the State.
However, from what I have also read on the MI website about the Lottery's Educational Fund is that in some cases, for whatever reason, some Educational Funds can be moved into the General Fund.

I think it goes without saying, a Lot has changed with PLC's since the 1990's. Drawings seem more sophisticated these days. More RNG's involved, less human intervention needed to save in total costs involved in drawing operations.
Now that Artificial Intelligence (AI) is on the mainstream, it wouldn't surprise me if at some point lottery officials cut more jobs and let AI have a more part in how the drawings are conducted.
I agree, tracking numbers can assist in what's most probable as to what may be possibly drawn in the next drawing.
Playing a hunch to win a bunch also helps.
