Pennsylvania holds this in their rules in the event of secondary prizes exceeding the reserve...

(2) Except as otherwise provided in section 871.8(c)(4), if the sources set forth in paragraph (1) are depleted and there still are not sufficient funds to pay the set prizes, including Power play prizes, for a particular Powerball drawing, the highest set prize shall become a parimutuel prize. If the amount of the highest set prize, when paid as a parimutuel prize, is less than or equal to the next highest set prize and there are still not sufficient funds to pay the remaining set prizes, the next highest set prize shall become a parimutuel prize. If necessary, and under the same test conditions set forth in the preceding sentence, each succeeding set prize level shall be converted to a parimutuel prize, in order, until all set prizes become parimutuel. If all prizes are converted to parimutuel prizes, the money available from the funding sources listed in this rule shall be divided among the winning Powerball Plays in proportion to their respective prize percentages. Powerball Set Prizes and Power Play prizes will be reduced by the same percentage.

If those numbers are indeed correct. The states will have to pay out a pari-mutuel basis like California. Paying those prizes as listed could tank reserves.

If someone spent the extra $ and won $2 million, does this get them more $ on a parimutual basis vs the $1 million wins?

Approximately 75% of all lottery tickets sold are QP's Therefore I'd expect 67 of the 89 second place prizes to be QP's.

I think the big question now is do they have enough money in the second place prize pool to pay out the total second place prize value of $117 million? My guess is they don't and the 89 second place prizes are going to be paid out on a parimutuel basis. G5

There was also a record breaking thing in the Florida Lottery with 905,905, and 950 Cash 3 coming up within a couple of days a few days ago. 905 came up on Monday midday and 905 came up Tuesday midday and 950 came up Monday night. Whoever played 905 straight/box for those two days got a very good surprise, lol.

I would say most winners are self picks if your state lottery powerball play slip was organized with 5 rows of numbers per ticket for the white balls for an easy pattern to play. Lots of Keno players play patterns so not unusual. Someone should tally all the state powerball play slips that won and see how many have 5 rows of numbers for easy pattern play.

Look at Florida Powerball play slip which is the anti play slip for pattern selection with lots of rows for white ball selection.

Don't know what you mean. Kansas has 5 rows of numbers for easy pattern selection since there are 5 white balls for the five rows to create a vertical line pattern.
