I work in the petroleum supply industry, and there is an important distinction between refinery production, regional fuel supply, and the price consumers see at the pump. Gasoline is produced year-round. Refineries adjust their product mix and operating rates throughout the year based on demand, economics, maintenance schedules, and seasonal fuel specifications. Planned refinery maintenance typically peaks in late February and March, before summer driving demand increases, with another maintenance period commonly occurring in the fall. During the spring, the industry transitions to lower-volatility summer gasoline. Federal summer gasoline requirements generally apply at retail from June 1 through September 15, although requirements vary by location. Refinery utilization normally increases after spring maintenance as the industry prepares for higher summer gasoline demand. As gasoline demand declines in the fall, demand for distillate fuels such as diesel and heating oil generally increases. Refineries can adjust yields among gasoline, diesel, jet fuel and other petroleum products within the technical limits of their equipment; they do not simply stop producing gasoline and sequentially switch to “dirtier” fuels. The 2021 Colonial Pipeline cyberattack is a good example of why these distinctions matter. The cyberattack shut down a pipeline system capable of transporting roughly 2.5 million barrels per day of gasoline, diesel, heating oil and jet fuel from Gulf Coast refineries to East Coast markets. The major problem was not that U.S. refineries suddenly stopped producing fuel; it was that a critical transportation system stopped moving that fuel to the regions that depended on it. That created a genuine regional distribution and supply disruption, particularly in the Southeast. So when retail gasoline prices jump quickly, it does not automatically mean refinery production costs increased by the same amount or that the country suddenly ran short of petroleum. Crude prices, refinery availability, inventories, seasonal specifications, pipeline and terminal constraints, transportation, regional demand and market conditions can all affect the price at the pump.
