There are no federal restrictions on state lotteries because the Fifth Court of Appeals ruled the Interstate Wire Act only applies to sports betting. Federal online gambling legislation clears big hurdle
That was not a law either legalizing online gaming or even making it illegal. It was a law that prohibits any kind of banking transaction for financing online gaming. There has never been a USA law ever passed in any way affecting online gaming directly. The feds say that the Wire Act prohibits online gambling, but I personally think that's a big stretch. I think they know it's a stretch, because they have never attempted any kind of law enforcement for anything except sports betting online.
