I think the more likely answer is they brothers may have done some investigating into the Law and found the Statute of Limitiations for Theft in NY is probably 5-6 years. So even if somehow there was any evidence of their wrongdoing no charges can be brought against them......

Congrats to them! This is how every state should do it; winners are allowed to remain annonymous (to avoid all the publicity problems (greedy distant relatives, kidnappings, theft, burglary, stalkers, scammers, beggars, etc) that arise from a lottery win), and the state can release their story without naming names or the city they live in.

Nobody, not even Warren Buffet or Bill Gates, walks away from a $14 million dollar payout without an extremely good reason. My guess is something highly illegal took place to acquire that ticket. Theft by a store owner or murder would be high on my list reasons.
