Every Kmart store that is closing stopped selling scratch-offs .... now add storm damaged fire damaged theft lost pulled for not paying taxes etc. TONS of tickets that will never get scratched

The Cadiliac game doesn't make much sense for me at least, not living in NYC. 4 top prizes of 500k and a CTS. I assume you have to pay taxes on the car, I know you have to pay taxes on the 500K. Then there is the expense of owning a car in NYC, gas, cameras, the threat of theft etc.

Ironically, I saw a few Publix stores having a roll of the $10 Holiday Gifts when I requested a report for all the rolls in the Jacksonville and Gainesville area. In addition to change of ownership and businesses shutting down resulting in ticket destruction this also happens when: Retailers give the rest of an active book back to their rep for credit, the rep offers (potentially acting like the retailer doesn't have a choice) to take back part of an active roll, theft (fire, water damage, etc), all can cause tickets to be destroyed without accounting for them. It depends. In Florida, when a new game comes out, the local lotto distributor picks up the older games from the grocery stores and some other retailers and those rolls get deactivated. If a top prize is deactivated, the lotto website does not reflect the change. Also, there are prizes which are not claimed because people throw them away believing they are losers. When they scan a book, they just know it is active and the tickets authorized to redeem. I don't think it provides anyone at the lottery anything more than they already know, probably more for just for theft and accounting purposes. They know where the books went. What you could claim as fraud is if they're aware of some top and 2nd prizes being destroyed, but then advertise in the top prizes report that they are still available.
