She deserved to win just being brave enough to buy a ticket in SE DC. Lol. And they played the multiplier.

$865 MILLION: Powerball jackpot reaching historic levels
I totally feel you - that is a huge time commitment. I too wouldn't mind just the first five and the multiplier on it. I however think that should I win, I will still continue to play, but still within my means and not chasing after a second win. If you win a 100M and spend $100 a week that is $5,200 a year and 52K in 10 years. A total drop in the ocean.

Mega Millions and Powerball offer $1.11 billion in combined lottery jackpots
I have my PB ticket with PP and MM with the Multiplier. And I don't have to be apologetic for adding the extra buck. So you shouldn't even feel bad about that. I too wouldn't mind the second prize to be multiplied by 2 to 5M. That would be a tidy sum.

One Michigan lottery ticket wins $842.4 million Powerball jackpot
I've no doubt something screwy has been going on since they both raised the starting jackpot and raised the price the few and many years ago of course, proving it is an all together different animal in a sense if memory serves me correctly, thars been at least least 2 matrix changes and a couple of dollar a piece tack ons such as the multiplier and the double play

Kentucky woman quits job after winning $90,000 in the lottery
Prize allows winner to reevaluate current job By Kate Northrop A Kentucky woman quit her job after scooping up a $90,000 top prize from a scratch-off lottery ticket. Hopkinsville resident Reshawn Toliver was relieved when a $90,000 lottery prize came her way because it gave her the final push to quit a job that had been making her unhappy. Earlier this month, Toliver had stopped at the Skyline Fuel in Hopkinsville and decided to pick up five instant tickets from the $5 Wild Cash

$1.33 billion Powerball jackpot won by one ticket sold in Oregon
Another big jackpot and once again only ONE winning ticket out of multiple millions of tickets sold. It seems fairly obvious that the Quick Pick option must be programmed to not only spit out so called random options, but to also NOT produce DUPLICATE tickets with the exact same combination of five numbers and the powerball. Why else, in spit of the odds, would there not be, for example, 20 winning tickets? The one winner of the huge Mega-millions jackpot in New Jersey recently selected
