Baristaexpress, I'm afraid your description of the ratification process for the 16th Amenment was more wishful thinking by the official who declared it as being ratified, but he did not mention that the required number of states was not reached for official ratification, nor that the legislatures of certain states counted among those for ratification actually rejected the proposal. Texas Lottery
According to Tx lottery website there has to be a 30 day comment period. Then on Dec 14, at 1pm there will be a public hearing on the PB proposal. It's not a done deal just yet, but I look for it to be.

I don't like the idea of being forced to put in $10 into a lottery, and I don't like the idea of only 506 winners out of what appears to be possible 400,000,000 (I don't think there are even that many SSNs out there). A national lottery in the U.S. might work someday, it would give state lotteries some true competition and get them to step up their game, and it would help pay off this debt, but I would be against this precise proposal. Just my two cents.
