Alabama lottery plan could face uphill battle
Alabama Gov. Robert Bentley, who said a year ago that lotteries were as old-fashioned as leisure suits, now says they are the best remaining option to boost funding for important state programs, especially Medicaid. State lawmakers return to Montgomery on Monday for a special session to consider the governor's proposal for a lottery to raise money for the state budget. Previously, Bentley has said he did not oppose a lottery proposal going on the ballot for voters, but was not a proponent

Drive to boost Calif. lottery sales under way
Revenue-building campaign needed as governor's bond proposal gains footing The California state lottery is switching its advertising pitch on nearly two dozen billboards throughout the state, a modest attempt to boost ticket sales. But the sales campaign will have to get much more aggressive if the lottery is going to pay off Gov. Arnold Schwarzenegger's $15 billion bond plan to help cover a huge state budget deficit. Instead of showing life-changing jackpots that can exceed $100 milli

Alabama lottery bill faces battle in House
Senators thought the lottery proposal they approved Friday directed 10 percent of the revenue toward Alabama's education budget, but it doesn't. An amendment was added earlier Friday to Senate Bill 3 to give the education budget a slice of the lottery money. But a subsequent amendment to send the first $100 million in revenue to the state Medicaid agency, deleted the education allocation. Whether that amendment will get back into the bill is now unknown. I'm going to talk to the House

Conn. AG urges changes before allowing Keno
Attorney General Richard Blumenthal advised Connecticut legislators Monday to amend the state's memoranda of understanding with two federally recognized Indian tribes before attempting to legalize Keno in the state. He said the proposal to bring Keno to Connecticut, suggested last week by Gov. M. Jodi Rell as a way to raise about $60 million a year in new revenue, could risk the $400 million the casinos provide the state annually in slot machine revenues. Under that memoranda between the t

Legal opinion sinks sale of Colorado Lottery
Dreams of selling off the Colorado Lottery for a fat payoff were discarded like a losing scratch ticket Thursday after state legal experts gave an adverse opinion on the plan. Sen. Chris Romer, D-Denver, said he would not seek a measure that would ask voters to sell a concession contract in the state lottery because he couldn't fix a legal opinion that referred to the proposed sale as the state taking on $3 billion in debt. I may be a freshman, but I'm not that stupid, Romer said.

Maine Lottery won't be adding Keno
Maine Gov. Paul LePage said Tuesday that his administration is backing off its plan to expand the Maine State Lottery to include the gambling game Keno at as many as 300 locations. In remarks to reporters during a maple syrup season ceremony at the Blaine House, LePage said he personally doesn't like gambling and supported the Keno proposal only because he thought Democrats wanted the lottery expansion. If they don't want it, then we'll kill it, he said. In fact, I told them to go kill it
