Running a scam like that would undermine the integrity of the game. I can't see the lottery officials willing to risks billions in annual profit over something like that. My hope is that the winner has sought out good legal and financial advice and is now in process of getting their affairs in order before moving on with their new life. Winning a lottery jackpot is a major event, winning a 1.5 Billion lottery jackpot is an event at a whole different level!

A pool might be smart enough to have an agreement that includes a prohibition against members playing the pool's number on their own, as that would dilute the pool's winnings in the unlikely event they win a jackpot. Absent such a clause there's no certainty how a ruling would go in the event of a lawsuit, but if a member reduced the pool's winnings by playing the same numbers I think there's a pretty good chance that there would be a lawsuit.
