Mega Millions and Powerball Race
The Mega Millions jackpot reached $166 million after 11 rolls. In the previous Mega Millions run, the jackpot reached $189 million after 11 rolls.
This time around the cash value for drawing #12 is $75.2 million while PB is advertising a $482 million annuity. Last time around the cash value for drawing #12 was $82.7 million, which is only 10% more, and a much smaller difference than the annuity inflated by a higher interest rates suggests.

Lottery money for education
I believe that the government money goes to the physical plant, staff, teachers, food for breakfasts and lunches, and so on. The supplies mentioned are what the parents are supposed to supply their children with - notebooks, paper, pencils, rulers, etc. Some kids from less fortunate families would not have any of this if not for the donations. An interesting aspect is that if the number of ticket sales increases significantly, it could indirectly change the behavior of Powerball jackpots.
Possible effects include:
potentially higher average jackpots; more drawings ending with at least one jackpot winner; rollover cycles that may differ from those observed in the past.
This could influence when many players choose to buy tickets, even though it does not change the numbers that are drawn.

Weekly total sales for PB tends to run about $3.66 Million more than MM from the start and increases at a rate 2.61% more than MM.
The graph shows the current jackpot run as we posted earlier.
Given PB $2 / $3 ($2.2 average) at 3 draws and MM $5 at 2 draws, you'd think MM would have the advantage.
If we played 1 line per draw a week, that's $6 to $9 ($6.6 average) for PB and $10 for MM... hmm, seems a bit off.

New York's border state of Pennsylvania has been holding their Millionaire Raffle for more than the last 20 consecutive years.
