I think online sales would help a lot. In the cases where people were contacted via email, at least the winner eventually realized it was legitimate. It costs the lottery far less time and effort and money to reach a known person vs advertising for an unclaimed ticket.

If a law was passed that a person on government assistance could not play the lottery I can assure you these pots would never get to millions of dollars or even close. Those are the people that play more than the wealthy. I don't know if it's true or not but I have heard the lottery targets their advertising to the poorer areas. Any free handout , any government program will always have some abusers. Just be thankful you are not one of those who need it.
