I agree, I would do a U.S. based group. I came up with this, these syndicates should have bylaws that each member needs to sign or something that clearly says top prizes will be shared evenly among *members who participated in the drawing* This should keep everybody honest. I doubt they will take him to court for that small amount. They could dock his pay if he still works there or get a lien on his home or future new employer salary perhaps. A lien would need a court order but it would far less visible to the general public. Most companies have theft insurance policies as well. I think he would owe taxes on that money.
