PA Fast Play (NJ is likely similar) is basically an electronic instant ticket. It appears, at least in PA, Fast Play tickets are divided into blocks (akin to packs) of 1,000. When one buys a Fast Play ticket, the order of winners and losers has already been determined, just like playing instant tickets. Buying any type of instant lottery game (ie. EZ Match, Fast Play, etc), in which the play area is fully visible, from a retailer is very risky. Always buy such tickets from a machine or subscription. Anyone here an Idaho Scratch off player?
One big reason that I don't play games with 1 remaining top prize left.. could have been tossed, could have been purchased but the winner is waiting to claim for whatever reason. I have been leaning towards the fast play games in Pennsylvania. There is no question if the jackpot ticket has been won because as soon as it is the top prize resets or the game ends.

I was surprised to learn about the Act 97 stuff myself. I went looking for info on the Fast Play profitability and ran across that report. You know going in that it's run as a for-profit business, but to learn that they petitioned state congress to reduce the payouts by 5% and got that passed is eye-opening. With all the tricks and gimmicks that that lotteries try to pull off, I sincerely believe that this was NOT an error in the card reader. This is why anyone that plays those electronically generated lotteries (such as Fast Play here in NJ) is just throwing their money away with NO chance to win. At least if you play the physically draw games you have some kind of chance.
