California lottery vetting process
If every other state can do it in 14 days I'd start the lawsuit at 14 days and see if they can't suddenly get out of their own way. it sounds like they have a financial incentive to make it as convoluted and inefficient as possible and no one has held them accountable for it. They say they process 10000 claims a month. If that much money is sitting in their account drawing interest for weeks at a time they're stealing millions in unearned interest the winners are entitled to.

Texas looking at recovering money
Article in the Houston Chronicle says a Houston based attorney has filed a class action lawsuit regarding refunds for the 93.5 million lottery win where substantially all the combinations were bought up by the winner Rook TX. It also details laws that were broken which means Texas could recover the 93.5 million, or a projected 57 million in one payment due to the monies being illegally paid out.
