PRNGs and Cycles
To my knowledge the best way to mitigate this is to use a true random seeding method for the PRNG, like from a hardware RNG that uses atmospheric noise, in the broadest sense.
The language that a PRNG is implemented in and the device's operating system also affect the performance of a PRNG.
