Store-specific lottery ticket paper?
At the moment I've got tickets from NY, PA, and DE handy and they're the same width as close as I can tell by lining them up and looking. It's possible, but I doubt any state is dumb enough to let their vendors make terminals that use different sizes, and therefore require stocking multiple sizes and sending the right size.
