Here's a format that Powerball or Mega Millions could adopt.

5/50 + 2/25.

Match 5+2: Odds 1:635,628,000.  Rolling jackpot, minimum $50,000,000.

Match 5+1: Odds 1:13,818,000.  $2,000,000 payout!

Match 5+0: Odds around 1:2,500,000.  $300,000 payout!

Additional payouts for 4+2, 4+1, 4+0, so on and so forth, down to 1+1.

$2,000,000 for second prize!  And who wouldn't want to play for a jackpot that rolls to one or two billion!

It's a deceptively simple matrix, and the lottery could afford to pay out 50-55% based on the additional sales the super jackpot would generate. 

The only problems I see are so many levels of prizes that some people may become confused as to what they've won.  Keep it to 10 payout levels.  Plus the $2 million second prize might compete heavily with state lotteries.  I just don't see how you could increase the odds in PB or MM and still keep second prize around $100,000.

        I'd certainly participate in the 5+2 game (if the tickets were priced the same as Powerball) with those odds only when the jackpot was $250 Million or greater.

               635.6 million to one odds!!? Are you f**king crazy!!?  There's almost no way anyone can win that!

               The only people who want $1 billion jackpots are the lottery folks so they can make more money off of people's stupidity.

                      More like mega-assinine.

                      I doubt any game will jump over the 1:200 million mark any time soon. But that's really over the top.

                      The highest I could ever see a game hitting is maybe close to the 300 million mark. Might work though if it's China's or India's national lottery. With over a billion potential players you would have to have high odds.

                          wow!!!  I think that would work with if we had a world lottery.  But that does seem a bit steep.

                          There would be absolutely no way I would take cash on a billion dollar jackpot.  I'd be crazy not to take payments.
