          12 tier prizes? That's it?

          I could see up to 15 tier prizes as a result of a 5/39+2/25 structure:

          Prizes paid for matching: 5+2 (jackpot), 5+1, 5+0, 4+2, 4+1, 4+0, 3+2, 3+1, 3+0, 2+2, 2+1, 1+2, 1+1, and 0+2

            Drawing two bonus numbers is exciting, new, fresh.

            One bonus ball is so '90s.

            You wouldn't have to pay out on 0+1.  You could start payouts at 1+1.

              The real bonus to Euromillions is it's tax free and cash. That's a change everyone could like.

                  Yeah, unfortunately, with a cash only jackpot game, the jackpot would not appear to increase "as fast" as a traditional annuity jackpot.  It's all about marketing.
