Also, US Justice department recently announced that Wire act only applies to sports wagering, so they have cleared a way for states to sell their lotteries online. NY state has been wanting to persue that from last 2 years.
And no I did not that information from you, so don't think you are the only one with information around here. LottoGopher was recently kicked out of Florida due to the same reasons that they were claiming prizes on behalf of its users.
I would suggest that you do your own research first before telling others that they havn't done theirs :)
Wow, you're outta here dude. What a transformation -- from someone politely asking my opinion in private messages of some various things regarding online lotteries, to outright lying about what I told you. And also acting as if you don't know anything about the topic, before coming out and claiming to have legal knowledge on the subject, based on what is written on some various butler ticket services sites.
You have a lot to learn about what is legal and what is not. And the first thing you should learn is that you are not a lawyer, so you should stop acting like one.

Anyways, I agree it is risky to give money to some bulter services who might run off with your money or playing in pool where you don't know anyone. What I was suggesting a online pool with friends you know personally. Pool the money each week and assign it to one of the friends to buy the ticket. Just like you would do it in office lottery pool. A pool like that will make it easier to manage group and collect dues and send reminders.
Jack, i kinda understand where youre coming from with the collective pool example youre discussing however the first hint of this leads many posters to believe that there is somhow something illegal going on whether there is or not.
The state lotteries basically hold all the cards and this means it is to thier discretion what is illegal or not .... i personally think the state lotteries hold waaaaaaaaaay to much power in that they have a monopoly and monopolies should be against the law but they arent against the law because somehow state run lotteries are exempt and we as players have freely given them this exemption.....they have even went soooo far as to have power over the banking industry whereby you cannot transfer from your checking account funds to offshore gambling sites and if that isnt a monopoly then i dont know what is.
i wont get into how the odds basically suckk in relationship to payout regarding state run lotteries because thats a whole new story.
