              i think he means $1 mill a year for life.

              only prob i see with this bonus jackpot  game, is  as you say what about unclaimed prizes? could make it   the claim period is a calender month,. and Any unclaimed money, rolls down to the next month, say by march 1, then just roll down to lower lower tiered winners. so if it carried forward for 4 draws without going off. then 5+b would  win all the jackpot money and would all be over by end of march , april 1  if ther was still unclaimed money, the state gets to keep it    fitting i feel

                First you would need to figure out how much money you need to payout for those prizes and then figure if enough players would be willing to spend twice that much since the states have these games to raise an equal amount of money for themselves.
