"I understand that a person can't create a system that beats randomness without actually removing the randomness of the whole thing which would involve manipulation of the physical device used to create the random number."
Systems are created to match the randomly drawn numbers even if the system is buying a QP at 3:27 PM the day of the drawing. Overtime the random drawing statistics will show a bias where some numbers are drawn more than others and groups of numbers are drawn more than other groups. Systems are designed to take advantage of a bias.
Odds are determined by the probability of something happening and in the next 15 PB drawings each of the numbers have a probability of being drawn at least once. But in the last 15 drawings 13 numbers weren't drawn and 9 numbers were drawn more than twice. When we see that overtime the majority of 15 drawing periods have similar results, system players can use it to have a better chance of matching the random drawing. They aren't trying to beat the odds; just trying to get better odds by using a bias in a random drawing.
I've read jackpots were won by one line/one ticket and it was the first ticket they ever bought. I bought five PB tickets last week and the clerk handed me five tickets and had I won the jackpot, there is no reason for me to take the four losing tickets to lottery headquarters. It only takes one ticket, but that doesn't mean the winner only bought one ticket.
