                Believe you me- l am by no means stupid,however from time to time l will ask a question that seems stupid because not everyone has the same level of intelligence.  Now if you "too smart" to answer the question,don't say anything.

                          LOL. That is a question in which I'm not smart enough to answer. Not that I'm all that smart anyway. I just believe in the law of odds and averages. It just makes sense that if state "A" sells more tics than state "B", state "A" has a better chance of having the winner. But if it work out that way all the time, then the lottery wouldn't be randon, would it?
