Washington has weak payouts on their scratchers, compared to states like Georgia and North Carolina. A typical $20 card top prize in WA will only be $1M, compared to $3M or more in GA or NC. The average $10 card top prize in WA is $200K, compared to $1M in GA and NC.
Overall WA's lottery is average and mediocre for the 50 states, definitely not measuring up to "Top Ten" lotteries like GA, NC etc. If you're a scratcher enthusiast, you can live in quite a few states that are better than WA. Not to mention the lotteries in states adjacent to WA aren't really any better, so you won't be able to make scratcher runs to other states.
As far as telling how many tickets were printed for each game, I say the more info you have the better when it comes to any lottery game, so I see no problem with it. Cheers!
