  Is it possible to create an algorithm that combines number by greater or lesser weight?
  ex= I choose 8 numbers and I want the 49/6 to appear more often (more weight) than others

  Yes, but you're going the long road instead of the shortest route.
  8 numbers in 6 number sets equals 28 total sets.
  Not that hard to look through and find the ones you want.

  these numbers are of greater weight (the greater amount in a betting list sounds like fixed, if you hit 3 of them it will be possible to get prizes of 4 and 5 easier

  Doesn't matter. Any 8 numbers grouped in sets of 6 comes to 28 combinations.
  Numbers have no feelings about percentage.

  Weighted Factor Method consists of generating a set of criteria with assigned weighting for each and then assessing how a possible option scores on each of these. It is particularly useful as it allows researchers to combine a large number of objective and subjective factors and identify which ones drive the results.

  The formula for finding the weighted average is the sum of all the variables multiplied by their weight, then divided by the sum of the weights.

  Aside for the fact he doesn't have a 6/49 to play......he's got some good ideas. 
  I can't see writing a program, choosing 8 numbers, and making 28 sets. 
  
  If he's asking for a program to weight the numbers that would be something else. 
  But I'm not interested in a trip to Tahiti to make 28 sets of numbers.

  12 numbers with greater weight will have been chosen (greater quantity within the generated bets
  01= when generating 60 bets the number 01 will have to appear 30 times, along with 07. 10 15, 18 21
  27 29 32 33 40 44 all of these 30 times or thereabouts would hit 01, 10, 33,
  one of the cards had 01 10 33 35 42 i.e. 5 points would already have a good prize, you can create the 12 tens mirror thinking about hitting a number or nothing
  the group of numbers with the greatest weight, the amount may vary

  LP has statistics chart for almost every drawn game and it looks like San needs a program that analyzes them. If I didn't know better, would say he's looking for the "lottery expert for windows" that was a 3 1/`2 floppy disk in the 1990s.

  There's a program called Combinations Generator. Look it up on youtube. Free download below video. It's a free excel template. I use it from time to time. You can single numbers in each spot. 500 combination max.
