The Mass and NY Lotteries offer various scratch games (as well as two Mass online games) which force top prize "winners" to receive their winnings over X years, plus games with "lifetime" prizes.

    dude.  remember when you didn't have the cash option? seriously.  mass pays out somewhere in the 70% range to the players, and they are going to offer a game with an all cash jackpot, plus they have mass cash.  also, NY offers the cash option on their online games.  in fact, it's the dewfault on lotto and mega milions.  also, the option to play those annuity scratch games is completely up to you.

        also, you can go contact someone outside the lottery, and they will arrange it so you get your money up front.  it seems like you are making a big deal over nothing.  and who knows?  maybe the new megabucks will have a cash option.  you never know.

            Corrupt? Everything in Mass is corrupted, I dont play scratch offs anymore, chances that you win are next to nothing.

                life is how you make of it. if you think annuity-only scratch-offs are a problem, then  avoid the problem, or contact the right people, bribe them, and get them offer a cash option on the prizes.  it's either that, don't play them, or deal with it.  also, you can go to someone outside the lottery, and arrange to recieve a lump sum form them in exchange for the rights to your annuity.

                  That's a fact Jack! Some people who win would be very happy regardless of whether it was annuity or cash. Some people also know how to make annuity work for them by investing it. Not spending it. Some people can't handle large lump sum cash payments. I know people you took the cash option and were broke in six weeks.

                    exactly.  at least with annuity payments, if you screw one up, you get a second chance the next year.

                            exactly. CASHOnly: did you ever think of annuities as 25 or 30 CASH payments that you get every year?
