1. the most amazing part of the story is, there was a big winner in WV, and it was not Jack Whittaker (again).
2. "One digit off" would only apply to a computerized game like Hot Lotto, where an RNG may have almost picked the other digit. In a ball draw like Powerball the number they needed may have been close to the chute OR may have been way on the other side when the chute opened. The only other place "one digit off" is meaningful is on the Pick-4, if you missed one of the digits. Then again, if it were a QP then the RNG at the terminal may have just missed the bonus ball digit.
