Maybe he has no living relatives.  Or maybe the ones he has left are criminals or alcoholics or druggies or for some other reason he considers them unworthy.  It is his money.  If he wants to use a part of it to send the clerk to Korea, so be it.  I would personally not tip a clerk at all, because I have no personal relationship to any of them.  I do, however, try to buy my tickets at a specific mini-mart where the Korean owner seems particularly pleasant so should I win, he'd get the amount the state gives as a bonus.

    It's his money. If he wants to give $10K to the homeless guy who panhandles outside the store, that's his business. If he has a better relationship with the clerk at his local store than with family members, that's also his business. Not every family is the Waltons.

            The State Lottery Headquarters sending a rep to view one of their jackpot ticket printing, lottery vendor's security tapes, apparently, now happens way quicker than it used to! 

            Fine, as long as the State Lottery Headquarters doesn't play (leak) the video footage immediately on the local and/or national news!

                        He can spend HIS money, anyway he likes. Maybe he has a crush on the clerk, and want's to "buy her affection", which is actually, a schmuck's way, of trying to win over a love interest.

                          actually, after taxes he doesn't have that much. one would think your family and their children (assuming he has any) would be more entitled to a college fund set up for them than foisting an over "tip" on an undeserving store clerk. but that's just me.  where is the fine line on the tip you say 100k is too much, i say .10 cents is too much. if he filled out his own cards. 10k is way too much that's why it's a story.

                          Well then I guess the clerks can thank their lucky stars you weren't the person who won. 

                          You're acting as if it's something terrible and egregious to do something nice to obviously hardworking and friendly people. There is no mention of any family, which is telling. But even if he had children, if he can't set up a proper college fund on that amount of money then either the kids are going to the wrong school or he has way too many children. 

                          Not that any of this matters. It's his money and he gave what he saw fit to people he deemed worthy and deserving of it. He promised them and he shows at the very least he is a man of his word. Or would you feel better if he had reneged on his promise so long as he didn't give them a cent?
