Without the federal income tax or 37% on a big win the same game odds would make a foreign jackpot of $100 million comparable to a US jackpot of (about) $150 million. Similarly, a foreign jackpot with odds less than 50% worse is effectively better than a US jackpot with the same (pre-tax) jackpot.

You are 100% correct. Unfortunately when the odds get really good the tickets are often hard to find. States play games like this too when they just phase out tickets when the odds get really good. That being said I like to keep my eye out for the good ones, especially if I'm traveling and am passing through smaller towns/gas stations.
