I have a feeling they could be having better odds as well If there's no tax on winnings then the effective odds are almost certainly better. Without the federal income tax or 37% on a big win the same game odds would make a foreign jackpot of $100 million comparable to a US jackpot of (about) $150 million. Similarly, a foreign jackpot with odds less than 50% worse is effectively better than a US jackpot with the same (pre-tax) jackpot.
