This should come as no surprise. Most lotto/draw games are designed to payback only 50% to the public in prizes. In the case of multi-state jackpot games, the public is expanded beyond the state to include other member states. For Powerball, the non-jackpot percentage returned to Cali is 18% which is the same as Mega Millions.
