Fourteen Western North Carolina lottery retailers were cited for selling tickets to minors in the state's first test of the underage law, according to state Alcohol Law Enforcement Division records. A two-month investigation done in August and September randomly checked 348 retailers statewide. Of those, teenagers were successful 98 times in buying $1 scratch-off tickets.
