I get what you're saying and it's not just a NC thing. Literally every lottery has that disclaimer to hedge against the inability to fund prizes (i.e. emergencies). If you look at states where the fixed-prize Pick3/Pick4 liability has been in the millions they still won't use the pari-mutuel option. Give the lottery commission only the absolute minimum amount of personal information required to claim the money. Don't do any interviews or appear at an award ceremony. Have the lottery transfer the money directly to your bank account. Don't talk to the media at all. No loose lips around your lawyer either, he/she only gets the info required by law to set up the trust.

P.C.H problems
Well it seems that Publishers clearing house is under investigation again by the Senate, for the same thing they were investigated for in the past. I'm all for it, they really need to be rein in and slapped. Also, nobody won the $7,000.00 a week for life sweepstakes, which to me is a bunch of B.S. They advertise it, then they should have to award it. That's twice this year they pulled this stunt. I hope the government shuts them down.
