Verbal contracts to share a potential lottery win/gambling related are impossible to enforce in most jurisdictions. It is based on indefiniteness, etc. and there really is not an offer and acceptance as in a contract.
Now, if it concerned a married couple, that is different since it would be property acquired during a marriage.
And if you give someone money to purchase lottery tickets on your behalf, that is different as well.

Did you notice the part that said If details about the purchase don't line up, this could be cause for further investigation ? They expect people who won very large sums of money to remember some of the details, but if you don't they'll normally just look at it a bit more closely.
