What determines winning ticket (scratching is for entertainment only)
States usually regard a winning scratch ticket as a ticket in which the bar codes and validation codes match lottery records. The scratch ticket's front latex covering is provided for "entertainment purposes only."
Here is Oregon's lottery rules regarding this under Rule 177-050-0024 Method of Determining Winners:

Do you enjoy scratch offs as a form of entertainment?
I do. Think about it. Yes, it's great to win, but to me, buying a scratch off ticket has always been a form of entertainment. The anticipation - waiting to get home to see if you're the big winner. Even if you can't wait to get home and scratch the ticket at the store. Pulse rises. Then - more often than not, it's a loser, and life goes on..

My instant ticket rant.
I just buy the absurdly big bingo style ones on occasion and then milk the entertainment out of them for days. Michigan currently has a $5 bingo scratcher that won't even fit in my over sized coat pockets due to having so many tedious panels, it's great. I've been grabbing a couple each week, sticking them to the fridge and doing one caller's card number every time I prepare a meal. About Scratchers - My truth is that my family buys $10 worth of $1 tickets every week. We really aren't trying to get rich off scratchers, we're just using them for a little weekly entertainment. Does buying a whole roll of scrachers work?
Only if you are buying a book for entertainment purposes. If I buy a book I try to pick the tickets with the best payouts. (i.e. $10 and $20 tickets) I don't expect to win my money back, again entertainment purposes... However, a little bit a knowledge will go a long way. Don't be afraid to do research on complete odds for prizes. For example, in Florida I play the $20 Gold Rush tickets. The overall odds suggest a $50 or $100 winner in every pack. Yeah won a lot of $30 and $20s so far on jewel game. I like it a lot too (3 games in one). Did ok on chocolate7s and lucky loot and snowmen but nothing special aside from a whopping $10 win all on a $2 chocolate. Found a $3 treasure hunt today I think entertainment wise it's the best scratcher out there in my opinion. A lady at my favorite gas station won $500 on the $5 holiday gift game today

Just bought a bunch of each ticket and the Chocoate Covered 7s actually smell like chocolate! Good luck on the new games. Theyre pretty fun. I just hit a 1 in 1600 odds $30 win on the $3 Diamond Payout. You get to play 3 games in 1 ticket on that game. Its probably has the most entertainment value out of the tickets that debuted today.

its hard for me to stay away from Jubilee, even GRT, their cycles through here are horrible, but with the prized remaining I still throw money at them. I am thinking of taking a break..if I can. Ive gone through about a grand since friday and not even a 500 dollar ticket. Did play for a while off two hundred bucks today, got lot of 100 dollar tickets a two, and a 150 off the $25 dollar ticket, it was about 3 hours of entertainment..but in the grand scheme of things im spending too much.

Went and played the rest of the Jubilee roll this morning, nothing big, all in all it was a descent roll, paid out 520, thats nothing special, but compared to what I have seen in the past 80 out of pocket is not bad for a little entertainment.
